People said he did that for streams but he really did that for the Grammys. It was snubbed in the 2016 Grammys when it dropped as a single in 2015 but it could be reconsidered if included as part of an album so he added it to the album. The label pushed for that, really.

And you're right, it also being such a huge cultural moment also made it make sense to just get tacked on the album but even then, he relegated it to the last song on the album (basically a bonus track) to let you know he didn't consider it as a song that fit into the rest of the album sonically.
