I'm not 100% how the math is done

but I do know that you get a few delegates for being over 15% in the final alignment

then you get a larger amount of delegates for having more than 15% county convention delegates (ccd), which is the number pete failed to meet

the ccds are the delegates from each precinct

this means that pete had some places with so much support that it off set some places where no one voted for him, which is why he didn't meet the ccd number
