I think he doesn't want to release songs just because, and sometimes like with I Feel Like That or possibly Can U Be the window closes, and he no longer can drop it as it would sound out of place.

On the side note, I wish Kanye music wasn't leaked so much, it 100% affected his releasing schedule.
