I mean, Never Scared came out in 04, 5 years after his previous special, while Chappelle's Show was 03-06. Rock wasn't as active in the 2000's as he was the 90's. The deal Dave got for S3 was huge. But then he disappeared.
Rock was still doing movies and stuff but I think that was a pretty accurate take of public perception.
with that said i do remember seeing a lot of people having Rock at #3 all time stand up back then
