trust me. when Dylan came to russia he didn't even pack a 500-people venue, he'd been there twice and I read those concerts reviews. MJ been there twice too I think and both concerts were in their own ways iconic (the first was historically terrible, the second was much better). people know MJ for his songs and they know Dylan for being 'some old musician'.
I would imagine it applies worldwide and off the top of my head i'd cite the language barrier as the primary reason for it
