extremely prevalent and blatant corruption across almost all of his administration and a repeat history of policy scandals. unlike other people in the list (I.e. wilson or reagan) a lot of his ideas/policies weren't too bad for the time, he was also quite progressive for the late 1800s especially socially, but his administration fell victim to some of the worst corruption of any presidency especially in how blatant it was
