The thing is it's so easy to get your fix of dopamine by fapping, so some people get carried away and fap excessively, losing the motivation to do anything else. They don't feel the need to get their dopamine from exercising or engaging in a hobby when they can easily get it from fapping. That's not very productive or beneficial, is it?
