U don’t have to plug ur iPhone into the computer as long as ur iTunes/apple music account on ur phone is linked up to your computer one

Settings > Music > enable Sync Library
On iTunes on your computer click ‘update iCloud music library’ (or something like that) under the Library dropdown

Yea like someone else said, make sure sync is enabled on your phone. Turn it off and turn it back on and close out the app and it should pop up eventually
