It's because a VPN still uses a public IP address.

Everyone with internet has a public IP address, which is how they can identify who you are. When you use a VPN you're basically connecting directly to another network, which then routes you to the internet. While being connected to that network, you take on the public IP address of that network rather than your own, and those belong to the VPN provider.

VPN providers probably own a range of IP addresses, so all they have to do is figure out the ranges that VPN providers use, add them to the block list or whatever, and that's it.
