The US provokes wars by helping one side dramatically more than the other and destabilizing the region. When the Russians pick which side to support, they show very little care to civilian casualties with their drone strikes. They don’t defend regimes out of the goodness of their hearts, they do it depending on where their interests ally, just like the Americans. This isn’t a matter of whose worse, it’s a matter of holding them all accountable and not just one side
