It's either another lifeforms, or human kind has technology that is nearly a century ahead of what we have now.
Either possibility is cool. As long as the tech would then get transferred to the public
After doing some deep dives, there is nothing that leads me to believe that whatever is piloting those things has malice or intent to harm us
