IMO they need to be evaluated psychologically first before punishment. if they're sociopathic then should be locked up for a long time. If they exhibit remorse, then let's get them into a juvenile facility and rehab.

These evaluations that you're talking about don't work on psychopaths and sociopaths because guess what they know how to lie to people to manipulate them into getting what they want. Yeah they might be forced into treatment but that doesn't mean there gonna approach it with the intent of being honest and getting help. Well if they're reluctant for treatment and not being honest then they should be locked up IMO. If they're willing for treatment, then put them in a juvenile program with extensive monitoring then maybe Probation / Parole for 20+ years ? Obviously its not so black and white and no treatment will ever avenge that man's death, but if successfully rehabilitated the girls' story can help influence other troubled youth and they could devote their life to that.
