Did you know he was originally a lightning tech? He appeared in one of the shots through a mirror while David Lynch was filming and Lynch liked him so much he got him to play Bob as we know him. Died a few years after the original run concluded, unfortunately.

I'm honestly not that sure, but it's also not that important. It's ambiguous in a way where you can't really make a clear-cut interpretation of it, but there's still a very strong feeling in experiencing the finale which holds its own truth.
Trying my best though, it seems like an attempt by Dale to "free" Laura from the evil she has to endure in parallel dimensions where things are slightly different, but eventually Laura can't escape it, which hints to there being some sort of cosmic necessity to the whole process. There's def more to it, and the why and how is unclear of course, but I think that's the shortest answer.
Speculating further with other things hinted at in S3, Laura as a strongly good force brought into the world (the golden orb) might be necessary to "endure" and overcome the evils brought into the world, which makes her inextricably linked with those evils, to balance things out.
I don't even know if I'm that much of a fan of this ending as it stands, and tbh I would really appreciate another film about Laura to give this a clearer purpose and direction/meaning, but it's still a fitting ending/non-ending to the whole thing. What I'm a fan of most is just the whole journey and experience of it all, the world, the characters, humor, mood, etc. I don't see Twin Peaks as a perfect masterpiece but rather a really beatiful complex of a lot of amazing things and brilliant, uniquely cinematic storytelling
