The "dialectical" part: Basically, the way Marx uses dialectics is to view things not as separate from each other, but as connected, to view things in motion rather than as being static, to point out the contradictions in things, ask how these contradictions themselves shape the things. It is a bit different than what we are used to in natural sciences, where we want to be precise, because there is no precision in movement when things are in a constant state of flux. Marx views the borders of an idea - he defines things by what they are not, by their contradictions, by what they came from, what they are in opposition to. You wouldn't say that a river is just a body of water, it is rather a moving body of water - this movement and this change is what makes the river a river. Marxist dialectics is applying this idea of observing movements, changes, contradictions to different aspects of science.

The "materialist" part: The rough idea is that matter precedes thought, that matter reigns over ideas - but Marx is not a "vulgar materialist", ideas themselves can change matter as well. Neither is he an idealist though who would think society is primarily based on human perceptions and ideals we hold in our head of how things should be. Instead, there is the constant cycle between the concrete world and the ideal world. Political Marxism is materialist because it puts the emphasis on changing the base of society rather than the superstructure, as the latter will always follow the former: "The ruling ideas are the ideas of the ruling class." Hence, the goal is to change who is ruling rather than change the ruling ideas per se.

the current western political mainstream is more prone to "idealism". they talk about values of freedom, liberty, democracy and so on in the abstract. they say that these abstract ideals guide humans and shape their societies, and these ideals must be upheld for the sake of the ideals exisitng

political materialists do it the other way around, they say that these terms on their own are meaningless, that they only have value when they are viewed through the lens of the concrete economical structure of society.

a political idealist might say that for example minorities are criminals because of their race having certain qualities. they view the world through a lens of "racial differences" existing, that there are inherent qualities to races.

a political materialist will say that minorities committing more crime is a factor caused by them being poorer on average and see the world more through the lens of labor, economy and basically how to feed yourself from day to day.

in my opinion, a materialist political view would cause people to start asking uncomfortable questions about the economy, and it is easier to guide people through ideals since the superstructure of society (laws, media, culture, education) can define what those ideals mean in the eyes of the majority

for example, the USA often talks about human rights as a justification for their actions abroad. but if we were to define universal housing, water, internet etc. as a human right, a lot of their domestic policies would be questioned as to how much they really align with the human rights angle. thus, they will always resist defining human rights that way.
