with each passing week it's looking more likely they decided to shift the rollout to mid-tour. there's a 4 month break in-between the tour legs. i could very well see him going on the european leg with the new album and then adding few shows in US in January 2023 to make up for the first leg lacking the Dawn songs.

Because it’s not like the US/Euro tours where he just changes the setlist around a bit, he’d be touring a whole new album that he (presumably) would only be touring for this tour

I’m going in February and I would be very angry if the folks in May get to see him tour a whole new album
