To me he sounded very very drained. His vocal phrasing was more languorous than ever before and it just sounded downtrodden. He sung his lyrics slower and relied more on double tracking his vocals to strengthen the lead

Which makes sense cause he was touring so hard and seemingly on alot of d**** during that time while making that album.
