there was a total amount allocated to PPP ($349B first wave, $310B second wave) that was distributed to banks to then redistribute to businesses. while theoretically him getting the money didn't stop others from not getting the money, it did use up part of a pre-allocated sum which you could argue could have gone elsewhere. but then again, it's really impossible to tell - lots of small businesses did get the money, it really just depended on which bank they went to.
