I think both scenarios are true.
Rizzo could be faster and not have to expect Cole. And Cole should be faster up the line in a worst case scenario and be there. But 9 times out of 10 a good first baseman is making that play imo and from experience. Which tells me these men ain’t practicing fundamentals the way they should be and their communication needs to be better.

Thought experiment but imagine CC or Manoah instead of Cole, does that just not get made by Rizzo then? Rizzo didn’t even move his feet
