he doesnt need to necessary have to willingly fudge the numbers.
If him or the accounting company make a fatal mistake like that 400k or dont comply with certain regulations, they could be penalize or in some instances shut down (prob wouldnt happen).
Even it doesnt happen, there still a risk.
Hes just putting business first.
