They’re just side pieces. Reeves lightly mentioned having Penguins rise be a part of the sequel and WB responded by saying they want that as a show. Even the original GCPD show idea was going to take place in Year 1 and was about an unrelated character before it evolved into Arkham just this year. Penguin wasn't ordered and Colin didn't sign on until March/April

Reeves went crazy work intensity-wise on the first one from interviews he's done. Not even getting a break 6 months after the release and jumping back into it, damn.
