If Henry is Harvey, its more than likely Matt had someone like him in mind when writing. Mayor Real's administration doesn't need "pretty boy aristocrats" to get going. That's a very "old Gotham" thing she's forcing here.
Its fine to just disagree with a casting. Trying to argue on basis of plot ideas you don't know is ridiculous though
There's not really any casting other than maybe Zoe that match "traditional" versions of their character or were even popular fancastings. Even when you expand to Penguin show, Sofia is completely different than her comic counterpart, for the better.
