Sneider did due diligence on this one I think he deserves to be taken seriously here.
Right after those casting GIFs he told us about the email he got that "Stan was another villain, Dent is in the film and Dance is playing ScarJo's father" and to take it with a grain of salt. Even he wasn't fully going for it.
Weeks later he seems far more substantively convinced

Zsasz in this would be so disappointing, almost as boring a villain pick as Hush. Riddler in the first movie already covers a lot of that ground

Maybe he’s only shown at the ice club lounge for the poker game. I don’t think Zaasz ever finds out Penguin cheated or at least he never sought him out for revenge in the games. His mind kinda too far gone at that point

Zsasz isn't a main villain. I don't think that was ever going to be Stan's function at any point. Like its not like Dent was the main villain either if he started as Harvey.
He's probably just a physical threat Batman has to overcome in the film.
