I’d imagine in the opening monologue, Batman mentions that Gotham’s crime rate has sky rocketed after the floods decimated the low income areas. And the cold weather in Gotham has caused the flooded water to freeze over and turn to ice.
And how the Christmas lights are just a cheap facade to try and cover up a city that is forever draped in darkness

And we need a scene with Batman beating the absolute s*** out of Penguin in the Gotham streets, and we see a pool of blood cover the snow on the ground
