Many ppl in Chicago committ crimes while on electronic monitoring and you can be off of it for 48 hrs w/o punishment. It doesn’t work

So over 96% of the people out on bail due to the new changes haven't committed crimes. You wanna lock up all those people because of 4% who take advantage of being free? (even though fear makes people more aggressive and knowing the system is working against you is scary) If people weren't held in jails, that money being used to hold people could be used for social programs and effective monitoring for agreed upon "serious offenders"
