It seems she really followed the inspiration and built the deluxe into a bunch of its own songs, so why even still have it sos deluxe

From an artistic standpoint, some of the songs chosen are probably too outdated for her to want to attach to a new "studio album", so a deluxe is a way of clearing that vault. From a numbers/achievement standpoint, it'd be adding onto the immense success that the album already has, setting it apart even further from her contemporaries.

It could also be that this is just SOS 2 with poor marketing/ explanation around the fact it’s just a sequel project

I'm all for people changing their mind. If she went from this being a SOS deluxe, to her 3rd official LP, back to a deluxe. Then fine. But things are definitely unclear due to the reporting in the last couple months or so.
