I feel like a big reason is she thinks SOS is her peak and quintessential moment as an artist, so she’s sort of afraid to move forward and into a completely new era.
Like just tacking new music on to it still keeps the era going and if the music flops/disappoints it’s not seen as its own new project.
Even before SOS dropped she took so long to follow up CTRL mainly because she clearly thought that was her “unmatchable peak” then. So she clearly kinda has that fear of failing personality when it comes to her career
