RIAA is Recording Industry Association of America. They are owned by various labels.

Sorry I didn't study contract law. Not sure why the RIAA is doing legal action over material they do not own.

He retains ownership of his masters now but he licenses it to them.
That's why it reads:
(p) OVO, under EXCLUSIVE LICENSE to Republic Records, a division of UMG Recordings.

OVO own the licensing of his new music. The rights to licensing is masters.
As you can see in the picture OVO Records gave exclusive license to Republic Records.
Basically Drake owns it, but let Republic have rights to it as he works with them.
All his releases prior to 2019 were owned/licensed by Young Money. Go to any of his pre-2019 albums on Spotify.

It's also important to note that OVO isn't OVO Sound. OVO Sound is under Warner Music and that's the label all of Drake's artists are signed to. OVO was set up exclusively for Drake's deal with Republic/Universal. Taylor Swift did something similar with her deal where all her new music from Lover is under Taylor Swift Music which is under Republic/Universal.
