The state only exists to enable the market. There are actual deficit hawks in the minority, think Rand Paul, but Reagan and the like mainly just used it as a way to sell social austerity as a reasonable and scientific goal. So yeah, I made the mistake of even implying that is a genuinely held belief. There are levels to the duplicity of American politics. Look at how progressives instantly absorb and repurpose all leftist language. Just a maddening discourse.
You are absolutely right about corporate welfare, but the actual reason for the majority of the deficit is simply that the baby boomer generation is larger than those after it, so there are more people drawing from Social Security than paying into. Entitlements are about two thirds of the federal budget.
