No, no one anywhere in the world should be arrested/jailed for weed but you have to be aware of what the laws of the country you are in are and unfortunately will have to face consequences for unjust laws just the same. The US has no jurisdiction in Russia, Singapore, Saudi Arabia, China, etc.
