A representative for Drake did not confirm a September 3 release date to Rolling Stone, but did tell the publication that the video can be taken “at face value.”

Drake's representative can't confirm anything at this moment cause the cryptic ads are just the start of the rollout and are meant to be teasers, the official announcement and confirmation will come from Drake himself.

That being said, the fact that he hinted that it can be taken "at face value" means that it should be understood that CLB is in fact dropping September 3rd.
