For liberals who have given up on appealing to an innocent America to cast doubt on whether the American Security State WOULD do something, the focus has shifted to casting doubt on if it COULD by essentializing its impotence. It's a constant exercise. The CIA comes not to be defined by the prediction of a Russian invasion but the failure to predict its aftermath, not the assassination of Lumumba but the failure to assassinate Castro, etc. They become a harmless bumbling idiot, fundamentally incapable of anything that paranoid "conspiracy theorists" accuse it of doing. When guilt is proven without a doubt they then act shocked, present the crime as an anomaly before memoryholing the whole affair.
