I guess but I wouldn’t call it proto fascist. Fascism consciously used these cultural dynamics of nationalism and irridentism to advance its agenda in a dishonest manner
The second French empire did exhibit a framework of cultural phenomena that would influence fascist rhetoric but the actual political and economic dynamics are totally different
