Well when there's a decrease in surplus value relative to the amount of value created, that means the rate of profit would automatically have to fall

I got a first edition of the Polemic on the General Line of the International Communist Movement for $10 at a local bookstore
its a collection of all the documents from the Great Line Struggle and has this one in there too. One of my favorites

Also the question about the rate of profit falling has to do with what @ARCADE_GOON said about lower wages leading to a smaller consumer base for capitalists and also automation.
When a certain part of the production process is automated this brings higher profits for its earliest adopters, however as other competitors adopt the same technology, prices are driven down and the increased profits from that automation are no more. As a matter of fact, since labor is the only commodity thay creates value because unlike tools etc. it's part in the production process is not completely self-depleting. So now you have less value created relative to capital invested -> rate of profit falling.

And also it gets harder and harder to compete because more technology is needed to keep up with the rest, e.g. imagine how much tech and infrastructure you would need to compete with Amazon. This results in more labor invested just to upkeep machinery and "dead capital" rather than to create new stuff amd profit off workers by skimming on their wages. You can't skim on a robot's costs the way you can do against a human worker
