When we refer to capitalist or socialist countries, we are referring to countries that are predominantly capitalist or countries that are predominantly socialist, and Vietnam falls in the latter. On what basis are you coming to that conclusion? Using a Marxist framing, Vietnam is economically capitalist with the view of eventually transitioning to socialism. using your framing I might as well declare the Scandinavian countries socialist, America's public sector is proportionally larger than "socialist" Venezuela, why don't we declare America socialist as well?
