if using reformism as the political practice of pursuing reforms as the method of transforming a capitalism into socialism then yeah. The second internationalist split is the prime show case of difference between revolutionary socialists and reformist.

However social democracy isn’t necessarily the result of that, social democracies can arise from many reasons, the ruling class giving reforms in order to quiet the prole can be one, for example with Bismark and his proto-welfare state for example.
