I'm currently disabled and got a housing voucher at the beginning of December. This voucher allows me to live anywhere I want as long as the property owner agrees to it and the apartment is within the rent standard of that particular zip code.
December also marked the end of my second year long lease at my old apartment. The landlord, offered me a lease renewal at the beginning of December but pulled it as soon as I offered to pay with a voucher. I don't know if this holds true everywhere but by law that's discriminatory where I live.
My housing counselor handled all communication with the landlord from that point (she does everything exclusively over a landline and mails any necessy documents) to when I moved out on July 5th. The landline part is important because there isn't much of a paper trail. Also she's an absentee landlord that is extremely far away from the building.
However I do have an sealed and dated envelope with a lease renewal offer that the landlord mailed me before she declined my voucher.
For whatever reason, the landlord felt incredibly comfortable talking to my housing counselor and was very open about being racist, not wanting to go through the trouble of taking on my voucher in part because she knew the building would fail the mandatory inspection, refusing to comply with rental assistance etc but the only proof of that is my housing counselor's notes
The voucher doesn't cover any rent until the city establishes a contract with a property owner. Thus due to the landlord's discrimination and initial refusal to comply with rental assistance I was immediately in a dire situation that f***ed me up in multiple ways including biting on a scam of an apartment in a rush to get out that led to me getting burned for a rack.
Thankfully my housing counselor was able to convince the landlord to complete the rental assistance program and that covered my rent from January til June 2nd. I did have to send 800 dollars to the landlord as part of this application because this program only gives out rental assistance if they think you won't immediately go back into debt.
My housing counselor relays to me that the landlord sounds like she won't come after me for the rent due from June 2nd til move out because she got so much money at once and just wanted me out. I was wary of this but I'm not well and it took a lot out of me due to my disability to find the help I needed to clean, pack and move out and actually get through it so I had to focus on that.
However, between the pictures I have of the poor condition of the apartment and that sealed lease renewal I feel like I have what I need to fight off the landlord if she does come after me for the remaining rent.
The week after I moved into my new apartment my housing counselor tells me that the landlord let them know that as far as she was concerned my move meant 'case closed'.
I get a hold of the landlord the following week (last week) and not only did she want the remaining rent but she wanted to take out a portion of my security deposit for cleaning. My housing counselor and my main contact at the local tenants union agreed with me that I got f***ed over and the landlord did a bunch of terrible, illegal s*** but since 1) post move out means any rent disputes become a small claims issue and I can't match the landlord who keeps a lawyer on retainer 2) the paper trail is weak I was advised to pay the remaining rent.
As of last Friday, the landlord applied my security deposit to the remaining rent I owed and she wants me to wait until I receive documentation of that and the interest on my security deposit and last month's rent before I send a check for the remaining ~200 dollars. This + the 800 I sent adds up to 2500 dollars which is a devastating amount for me to lose and was hoping to avoid since I have a housing voucher.
I don't have much hope but I still want to look into getting that money back.
These are pictures of various displays of the condition of the apartment. The rusty looking substance coming out of the sink seal is reoccurring and when I brought it up with the building manager a while back he just threw up his hands because he had no idea what could be causing it.
I have no idea what the black stuff in the kitchen and bathroom is besides the fact that it's not mold and that it reoccurs in areas where you make contact often.
I only stood in front of the stove once every few months to charge a weed pen as I couldn't use the stove due to my disability. I'm posting those pictures to display that even a bit of contact can bring out whatever that black stuff is.
But yeah, I can answer questions but I'm just glad to get this out

are there any legal orgs that would advocate for you in court pro bono if you really wanted to go that route?
or maybe this could be a press story that names and shames the landlord/building company for openly discriminating against you due to your disability and race, which is illegal as you said

I can't claim any race or disability based discrimination, my standing there is all related to the landlord giving me the cold shoulder when I offered to pay for the lease renewal she offered with a voucher
My disabled status can ratchet that up as a crime against a disabled person if I was able to get this through

The northeast is one of the most segregated parts of the states and there's definitely a large history of racism here but honestly unless it's a sundown town it's really hard for me to think of any American city as significantly more racist than any other, as in I know that I and any one else that's visibly an other should be on alert and prepared for stares and trouble at a moment's notice

Unfortunately no, not really. Both simply due to capacity (if we undertook that we wouldn’t have resources for much else) and just because most of the tenants were organizing are largely in neighborhoods that have remained largely untouched by developers and remain firmly working class.
Development s*** is a huge problem here for sure though, developers quite literally run the city. Right now they’re really consolidating the territory they’ve already won, so there’s not a ton of spots where our base is at that we’d be able to break into gentrifying struggles and be able to have much impact. The other thing is there’s just such an unbelievable amount of horrible housing here - spread throughout the whole city - often in places that are relatively new working class areas precisely because development has shifted where those people stay. Those tenants are by far the most class conscious and down for collective struggle, so we put our focus into that type of thing.
Now that may change, Elevate for example kind of has one foot in the slumlord game, one foot in the development game being a corporation based in a different state. Rising rents are a huge problem with that so that could be a bridge towards development struggles. Don’t want to say too much now and jinx ourselves, but we have a lot cooking in some other Elevate places throughout the city and the movement is steadily brewing to where it could be a real problem.
