When they shifted to a market economy the state started doing some market stuff with the fertilizer but I don't remember the details. What's the holdup for India?

But India is already a market economy. They are such different countries and the contexts are so different that you can't really work backwards from China to explain India's failures. I guess you can say the "hold up" is the nature of the Indian state and the international economic/geopolitical environment in which its trying pull off this modernization initiative.
