Neither of the products contain any ingredients that are too alarming. The Neutrogena does have dimethicone which is a silicone, a lot of people have negative reactions to that especially those with cystic acne.
Important to note that other things such as not changing your pillow case, touching your face, not drinking enough water and eating dairy (for many) has a huge impact on their skin.
If you want a substitute with clean ingredients, maybe try a combination of COSRX Snail Mucin and Stratia Liquid Gold to hydrate and strengthen your skin barrier.
If you're dealing with heavy cystic acne, i'd first recommend seeing a dermatologist but inclusions of a Retinol / BHA & in extreme cases, Retin A can do wonders.

Dry cheeks & an oily t-zone tell me you need to exfoliate and moisturize.
Firstly, an oily t-zone means thereās been a lack of deep cleansing: a good BHA will go in below the surface and cleanse all your pores, tackle excess sebum and bring everything to a head.
Secondly, a hard hitting moisturizer to combat the deep cleanse and hydrate will keep everything under wraps

Iād look into these two products, make sure your other products donāt contain any drying ingredients like alcohol and focus on hyaluronic acid, niacinamide & ceramides.

Not sure but ur skin might just be getting used to it and detoxing/purging

Atm I use La Roche Posay SPF 50 and it never makes my skin dry or even feel dry but then again it might be that your moisturiser isn't that affective at keeping your skin hydrated maybe?
Or could be worth trying another sunscreen
