Optional in the daytime but for the night, definitely do both. The oil will cleanse off all the sunscreen and gunk build up accumulated during the day.

I would recommend starting with finding a cleanser, moisturizer, and sunscreen that work for you. You can build out from there depending on issues in your skin you want to target and work on, but those are like the 3 essential products you should be using

Depends on whether or not your sunscreen has moisturizing properties. If it's just a regular sunscreen just for blocking UVA/UVB rays, your face won't be moisturized enough. If it has ingredients that are moisturizing, you might be able to get away with not using a moisturizer.
Most of the time, it's safer to apply a moisturizer and then the sunscreen on top. Even if sunscreens are nourishing, they might not be enough to keep your face as moisturized as it should be.
Overall, these are the three essentials during the day:
Cleanser
Moisturizer
Sunscreen
After your moisturizer

I wouldn't be surprised if it's nothing special and mostly just marketing, though. Pharrell himself seems to have great skin and is known for looking young, so that's already a selling point.
I probably won't buy if the prices are hiked up just for the name.

coze summed it up well although I’d like to say that I’d recommend avoiding moisturizers with spf because they tend to be extra greasy & thicker than sunscreen on its own.
It also puts you in a situation where your main moisturizer that you apply at night now has spf - it’s unnecessarily & useless.
You’ll be forced to buy two separate moisturizers. Also, majority of them only contain a max spf of 30. Get a good moisturizer and a proper sunscreen with spf 50 pa++++.
