I didn’t get it either, but on my third rewatch it finally clicked. Frank is actually symbolic of Marty and him killing Hoffa is him realising that cinema, real cinema is dead. Frank being involved in the hit is Marty doing his part in killing real cinema. Buffalino and the mob represent the theme parks Marty has been harping on about. The breakdown in Frank’s relationship with his kids is actually Marty’s deteriorating relationship with real cinephiles, many of which populate this section.
I believe the final act with Frank refusing to fully confess his sins is Marty in real life knowing, but refusing to confess that he has made the same gangster film 4-5 times and he has been a hypocrite all along.
