I forgot what forum it came from (probably 4chan) but I remember before the leaks even came out a supposed insider posted something about Jason, Lucia, and two other protagonists that aren’t playable. Like a dirty cop and some other person. And that Cuba and other islands would be included.

Per Jason’s article it was originally much higher scope than what it currently is. They opted to reduce the crunch, and update the game over time with these various new areas via dlc and to help expand the lifecycle of the game
