brother I am going to play this on pc eventually at a high frame rate but for launch on console for what they are aiming to do this is fine

This is a terrible way of thinking, you think they wouldn't put 60 FPS if they could, I would rather them make a game that pushes the console's hardware to it's limits so when you play the game on more powerful hardware years from now it wouldn't look or feel outdated, Rockstar always thinking long term

they cant get framerates up its a cpu heavy game and that is the bottleneck. There is no magic they have to change that

With how much will be happening on screen in high intensity missions and cop chases you will be thankful for a locked 30

your console is 6 years old cpu and even then the cpu wasnt the heaviest of future proof technology. You see how much tech and parts have changed in 6 years especially with ai and upscaling. Frame generation on pc . 30fps locked with no stutter isnt going to be unplayable just because people are used to 60 to 120fps on games that are less taxing.

Online framerate a bigger worry though but that is a future discussion. Online will be tough to lock at 30 tends to be more intensive combined with online but thats an issue for when they get there.

gta 5 was 30 fps on consoles until 2022 (where most of these gta online gamers played)
