They could've easily achieved the same in the 2nd shot, but they would've had to change how everything else looks, and no jail looks like that with all that lighting, so they kept it realistic, it doesn't look like a hardware limitation but rather an artistic choice lol, because we've seen in-game footage with crazy good lighting that looks just as good as that trailer shot
