This might still be the case. In the clip where he's stabbing homeless people, you can hear someone on the phone asking for help and the black guy had a phone in his hand. Then the wanted level pops up. Also takes a while in this clip for the wanted level to show up, the guy that was carjacked or a witness might have reported it. So you might be able to prevent a wanted level if you prevent the witness from reporting it, like in RDR2
