it didn't restart it at all, the Nagorno-Karabakh conflict never ended and media simply stopped covering it
even after the ceasefire agreement 2 years ago clashes never actually stopped. the reason you likely didn't hear about this is because of the "agreement", the media changed the name from the "Nagorno-Karabakh" conflict to the "Armenia-Azerbaijan Border Crisis" with a claim the prior conflict ended in 2020 but the former started in 2021. https://en.wikipedia.org/wiki/2021%E2%80%932022_Armenia%E2%80%93Azerbaijan_border_crisis

it certainly didn't help but the overall tension in the reason is unrelated, albeit both sides and their regional allies definitely would feel emboldened by the fallout of the ukraine conflict
however the changing of the terms to Border Crisis when in reality the original conflict never ended but outside parties acted like it did is a cautionary tale in media/public perception

There was something I can across earlier talking about Azerbaijan attacking Russian peacekeeping forces in the area. Trying to find it. I assume this would be a new development but not sure

russian peacekeeping forces were deployed after the ceasefire in 2020 and were involved in the border skirmishes from 2021 forward. of course, it could be magnified further because of recent happenings (i..e it happened again), but definitely not a new thing voerall

its an American news org talking to an NGO guy whos been working with NATO for years, stop calling everything """russian propaganda""". His estimate is also about everything that crosses the border not just the military equipment his organization deals with. Several other sources including the US government are cited talking about the threat of these weapons not reaching the Ukrainian army too.
