Backpack = the thing Drake still controls himself: his music.
Much of the rollout was him being pursued and at the end of Episode 3 they finally get him. It’s only until the reveal of the Whisper My Name video that he kills them, takes the music back (his trump card) and closes out the episode revealing that he has 3 albums. That’s how I interpreted it.
