I heard Drake turned it down twice: once for the 2017 Superbowl and again for the 2019 Superbowl. Makes sense since those were following 2016 and 2018, two of his most successful years. Taylor has turned it down like 6 times.

They saw how huge Blinding Lights was in 2020 and made a quick offer. Difference is that he accepted. They usually make offers after an artist has a major year commercially. Thing is, most artists turn it down and then they're usually forced to offer it to anyone else who'll do it.
