i would recomend this if he have the budget but if he can wait till JAN there prob a bunch of new card coming out at lower price and better than current gen (5000,2000) series

before that I was getting about 80/90 fps on 1080p, ultra, HD textures, dlss on Quality. Using a 2070s & ryzen 7 3700x. this aint right

You should be getting over 100 easily. You got ray tracing on? Maybe that's why.

Yep, ray tracing is all the way up. 30 fps drop is still pretty dramatic for just a driver update and lowlatency on normal.

Low latency mode shouldn't lower fps at all. Idk I was getting random fps drops too in campaign but it wasn't that bad.
