It was the local police force sniper team. An officer went up a ladder to confirm or subdue the kid. They both got spooked, and that's when everyone started shooting.

I’ve attended a speaking event with Gavin Newsom where every building was covered by security and every rooftop had snipers ready to protect him and eliminate any threats.
