Twin theory came from when Shanks or someone who looks like him paid a visit to the Gorosei in Marie Geoise.

1083, last panel on the page. Silhouette in the center looks suspiciously like shanks.

Like it’s been mentioned it’s been a theory since “Shanks” visited the Gorosei. But it’s been gaining more and more credibility since Garling was introduced and we saw the silhouette of the God’s Knights.

In my opinion this panel confirmed it.
